At the turn of the year 2026, Cyprus has made a clear cut in the promotion of photovoltaics.
The previously heavily used "Photovoltaics for All" programme expired on 31 December 2025. This also ends the previous net metering model for new applicants. However, the Department of Energy is already working on a follow-up program, which is to start shortly – with two fundamental policy changes.

According to reports in the daily Phileleftheros, the new system will replace the previous billing according to kilowatt hours fed into the grid with a net billing model. While households fed surplus solar power into the grid in the old net metering system and were later able to retrieve it cost-neutrally, a different principle will apply to new customers from 1 January 2026:
Electricity fed into the grid will only be credited at the current market value, while consumers will continue to pay the full retail price for purchased grid electricity.

second innovation is even more drastic: battery storage systems will be mandatory. Anyone who wants to receive government subsidies under the new national solar program in the future will have to install an energy storage system in addition to the photovoltaic system. The aim is to relieve the power grid, cushion peak loads and reduce unused feed-in at peak times. Concrete specifications on minimum sizes of the storage facilities and the amount of subsidies are still pending. The funding is to be financed from national budgets.
Distribution of solar systems by district
In total, more than 88,000 households and small businesses in Cyprus now use solar energy. The highest density is recorded in the district of Nicosia with 34,711 systems installed.
This is followed by Limassol with 20,146 systems, Larnaca with 15,418, Paphos with 10,275 and Famagusta with 4,812 solar systems.
Of all existing contracts, more than 81,000 were still concluded under the net metering model, which has since been abolished.
Outlook: Energy communities instead of individual solutions
At the same time, the government plans to increase the promotion of so-called energy communities in the future. This model is aimed in particular at residents of apartment buildings or properties without suitable roof areas. In the future, they will be able to benefit from jointly operated solar parks.
Cyprus is thus following a broad EU trend that is increasingly replacing individual feed-in models with collective, fairer billing structures.
