Cyprus: Three legislative initiatives to accelerate renewable energy before parliament

In the Cypriot House of Representatives, three bills to regulate and approve renewable energy projects are about to be discussed in plenary. After the detailed deliberations in the parliamentary energy committee have been concluded, the bills are now to be submitted for a final decision. The aim is to shorten lengthy approval processes and, in particular, to significantly expand the self-consumption of solar power.

Relaxation and simplification of approval procedures
One point that has not yet been conclusively clarified concerns a planned amendment to the Consumer Protection Act from 2025. This amendment is intended to align national legislation with EU Directive 2023/2673, which regulates distance contracts for financial services. Before the formal submission to the plenary, MEPs are expected to disclose their political positions on this adjustment.

Another bill, introduced by Kyriakos Hatzigiannis, Nikos Syka, Michalis Yiakoumi and Stavros Papadouris, provides for clearly defined rules for the renewal of existing licenses as well as for exemptions from licensing obligations. These regulations mainly concern the construction of energy generation plants and storage systems. The Energy Committee is currently still waiting for technical feedback from the responsible authorities before the draft is officially submitted to the plenary.

New allocation system instead of years of waiting lists
After the committee meeting, DIKO MP Michalis Yiakoumi explained that the legislative initiatives are aimed at a fundamental change of course. The previous procedure had led to extremely long and hardly comprehensible waiting lists.
In the future, a real "first come, first served" principle should apply. Projects that meet all the requirements and are ready for approval are to be connected to the grid as a matter of priority, instead of waiting years for formal intermediate steps.
Yiakoumi added that the Energy Committee had already sent a letter to the Cyprus energy regulator. It calls for outdated bureaucratic processes to be simplified – especially in the case of the repeated submission of identical documents in the course of license transfers or changes in the shareholder structure. A further letter to the electricity authority and the grid operator is planned, especially to simplify the procedures around self-consumption models for households and companies.

Photovoltaic systems on parking areas
The third legislative proposal, introduced by Kyriakos Hatzigiannis and Michalis Yiakoumi, provides for an extension of the existing building and approval regulations. In the future, once a permit has been granted, it will also allow the installation of photovoltaic systems on the roofs of roofs of public or private parking lots, provided that the requirements of a corresponding decree of the Ministry of the Interior are complied with.

These requirements must expressly not contain a maximum area limit for such solar systems.
The chairman of the Energy Committee, Kyriakos Hatzigiannis (DISY), made it clear that there will be no blanket limit on the number of parking spaces that can be covered with photovoltaics – as long as the ministerial decree does not provide for any restriction.

"Our goal is to significantly accelerate the expansion of renewable energy sources," Hatzigiannis emphasized in conclusion.

What does this mean  in real terms for households, companies or investors?

For households:
What will be better:
  • Own solar systems (self-consumption) will be approved more quickly.
  • Less bureaucracy in the event of changes, e.g. change of ownership, expansion of the plant.
  • Self-consumption models (PV + storage) are to be prioritized for connecting to the grid instead of waiting for years.
  • Photovoltaics on carports / parking spaces will be clearly permitted by law, without an upper area limit.
What this means in real terms:
  • Shorter waiting times for electricity to flow.
  • More planning security: Build → connect → use the plant.
  • Households with a parking lot/carport can significantly increase their own consumption.
But honestly,
  • grid capacity remains the bottleneck. If nothing is available locally, even the law is of limited help.
  • Feed-in remains secondary – the focus is clearly on self-consumption, not on "earning money".

For businesses:
Which will be better:
  • Clear deadlines for licenses, renewals, and exemptions.
  • Less paperwork in the event of changes of shareholders or project transfers.
  • PV in company parking lots becomes attractive and legally compliant.
  • Self-consumption projects are connected faster than large-scale speculative projects.
What this means in real terms:
  • Solar systems will become a cost optimization tool, no longer a game of patience.
  • Companies can reduce electricity costs more predictably.
  • Parking areas become energy areas – without additional land costs.
Strategically important:
  • Companies that plan and submit now have a real time advantage.
  • If you wait, you end up back in the queue.

For investors:
What is changing:
  • The previous chaos with waiting lists and blocked projects will be defused.
  • Projects with real feasibility are preferred.
  • Fewer "project corpses", more real realisation.
What this means in real terms:
  • Focus is shifting:
    • away from pure feed-in large-scale projects
    • to self-consumption + storage + commercial use
  • Returns will become more stable, but no longer speculatively high.
  • Cash flow models are becoming more predictable.
But to put it clearly:
  • Anyone hoping for quick large returns through feed-in will be disappointed.
  • Those who think long-term (save electricity costs, tenant electricity, self-consumption) benefit.
The inconvenient truth
  • The law accelerates processes, it does not create a new current.
  • Grid expansion and storage remain crucial.
  • Winners are:
    • Households with self-consumption
    • Companies with parking areas & roof areas
    • Investors with realistic, technically clean projects

Losers are:
  • Paper projects
  • Network blockers
  • "I'll submit and see" investors


Amortization periods  and what is really worth it?

Amortization:
Household: 5–7 years
Commercial: 4–6 years
Feed-in: unattractive

Sensible sizes:
Household: 5–10 kWp
Commercial: 15–200 kWp (self-consumption is worthwhile)

Whatwill happen in 2026?
Household: Yes – Self-consumption
Commercial: Yes – Roof & parking lot PV
Feed-in investments: No unattractive!

Conclusion:
Self-consumption Yes.
Pure feed-in: No.
