The discussion in the Cypriot parliament about a law for assistance dogs has triggered an important social debate.

Assistance dogs are much more than loyal companions. They are specially trained helpers who support people with physical, sensory or psychological limitations in everyday life.
These include guide dogs for the blind, signal dogs for the hearing impaired, diabetic or epilepsy warning dogs and mobility assistance dogs that open doors, bring objects or warn of dangers.

During the parliamentary discussion, committee chairwoman Irene Charalambidou emphasised that it was high time to enshrine the right to one's own assistance dog in law:
"A modern society must not fail to provide support – dogs have long been family members for many people."
But the way to get there is complex: The training of such dogs requires certified trainers, intensive support and close human-dog teams. All this causes high costs, which in Cyprus have so far had to be borne completely privately.
High costs, lack of laws
Member of Parliament Christos Senekkis (DIKO) recalled that although Cyprus had ratified the UN Convention on the Rights of Persons with Disabilities since 2011, there was still no law that clearly recognised assistance dogs.
As a result, those affected lack the legal protection to take their dogs on public transport, restaurants or hotels - even if they are trained.

Charalambos Theopemptou (Greens) added that Cyprus currently does not offer any certification system or state support:
"There are currently no assistance dogs in Cyprus – no training, no help from the government. The few cases are purely private initiatives."
An assistance dog currently costs between €10,000 and €20,000, depending on the type of training. For many people with disabilities, this is simply unaffordable.
How assistance dogs are trained
In countries such as Germany or Austria, training is already regulated by law.
A dog usually goes through 18 to 24 months of training, during which it learns to react to more than 30 different commands and everyday situations.

- Socialization, environmental familiarization and obedience training
- Specialization in the respective disability (e.g. sound recognition, warning signals, mobility aid)
- Team training with the future owner
- Final exam that checks the everyday suitability of the human-dog team
The German Assistance Dog Ordinance (AHundV) also prescribes minimum standards and test procedures for trainers and owners. In Austria, assistance dogs have been anchored in the Federal Disability Act since 2015.
Cyprus, on the other hand, does not yet have uniform regulations or state-approved training centres – a point that many organisations have criticised for years.
Quality of life, independence and inclusion
For people with physical or sensory disabilities, an assistance dog means much more than just help in everyday life - it gives freedom, security and self-confidence.
Many of those affected report that thanks to their dog, they can go shopping, take the bus or work on their own again.

For example, a guide dog can perform up to 70 commands, while a signal dog detects life-saving seizures before they occur. Psychological stability also plays a major role: the animals convey a sense of security and significantly reduce stress and anxiety.
Why a law in Cyprus is now overdue
MEPs agree: Only a clear legal framework can ensure training, certification and access for assistance dogs.
Regulated legislation would not only strengthen disability rights, but also create jobs – for example, for trainers, veterinarians and therapeutic professionals.

Conclusion
While many EU countries already have clear laws for assistance dogs, Cyprus is still in its infancy. But the political will is growing – and with it the hope of many of those affected that they will soon be able to count on support from the world's most loyal tool: the dog.
